Scottish strategic environmental assessment (SEA) encompasses all new public sector strategies, plans and programmes, whether statutory or voluntary, which are considered likely to have significant environmental effects. This extension of the EU SEA Directive has been designed to mainstream sustainable development in Scottish policy formulation. The paper considers current progress in this direction. 1
